I believe that schools shy away from this time because it takes away from the time to teach the "primary" content that is going to be seen on the STAAR tests. By doing this, it decreases the time in the class and places the student in a remediation class or (for those needing extension) and extension class. The ones in remediation are now, due to this time, farther behind their peers who have had extension and none of the students are able to get the full instruction needed for all of the required content in these classes that rea going to be tested. (At least this is the reasoning we were given whe the staff at one of my schools ask about doing a remediation/extension time in our day to help our struggling students.
